Summary
Directs the Secretary of the Senate and the Sergeant at Arms of the House of Representatives to defer the pay and benefits of Members of Congress, in any case in which employees of any Federal department, agency, or instrumentality of the United States fail to timely receive their compensation for services, due to the unavailability of funds to pay such employees by reason of the failure of Congress to appropriate such funds, until the expiration of a period of days equal to the number of days that such employees are required to be without such pay, annuity, pension, or benefits.
