Summary

Prohibits United States rehabilitation and reconstruction aid to the Republic of Vietnam, the Democratic Republic of Vietnam, or any other country in Indochina until: (1) all Americans held prisoner in Indochina are released and all Americans missing in action have been accounted for; (2) the $7,000,000,000 in nonmilitary funds appropriated by Congress for fiscal year 1973 and impounded by the President are expended or made available for expenditure; and (3) the parties to the conflict reach an agreement guaranteed by the Union of Soviet Socialist Republics and the People's Republic of China, stating that United State aid, either financial or material, will not be used in any way to violate the Agreement on Ending the War and Restoring Peace in Vietnam.
