Summary

Constitutional Amendment - Revises the procedure for the election of the President and Vice President. Grants each Congressional district established by the respective States pursuant to this Article one electoral vote and each State two at large electoral votes, such votes to be cast for the pair of Presidential and Vice Presidential candidates receiving a plurality of popular votes within the appropriate jurisdictions. Stipulates that the pair of candidates receiving the most electoral votes shall be declared President and Vice President.
