Sets forth a time frame for settling issues concerning such permits. Requires any issues that are unresolved after a specified time to be referred to the Secretary of Energy for arbitration. Authorizes the President, upon notification by the Secretary that an issue remains unresolved, to issue an Executive order approving the location, construction, and operation of the Northern Tier Pipeline.
