Summary
Declares that: (1) before the normalization of relations with Cuba the President shall insure that arrangements have been made to provide for the payment of the certified claims of U.S. nationals; and (2) if the President enters into any agreement involving Cuban counterclaims against the United States, tax credits shall be provided as cash equivalents by the Department of the Treasury to such claimants. Requires the President to urge the Cuban Government to agree to establish a fund to be administered by the International Monetary Fund for the purpose of paying such claims (such fund to be supported by royalties on such commodities as minerals including iron ore, nickel, oil, and others plus sugar, rum, seafoods, and tobacco).
