Summary
Authorizes the Ukrainian Congress Committee of America to establish a memorial on Federal land in the District of Columbia or its environs to honor Prince Volodymyr the Great, head of the Ukrainian state in the tenth century. Provides that this authority shall cease if construction of the memorial does not begin within five years with non-Federal funds sufficient to ensure its completion.
