Summary
Provides that the authorization for any public works project which the Secretary of the Army is directed to undertake through the Corps of Engineers is terminated if such project has been or becomes authorized by law for a period of ten years or more and if no funds have been appropriated for construction of such project since authorization. Directs the Secretary of the Army to submit to the Congress a study and recommendations for reauthorizing any project terminated by this Act if he determines such project is consonant with existing standards governing construction of public works projects and it has sufficient priority when compared with all other existing authorized projects.
