Calls for the President to seek negotiations with the Organization of American States (or such other international organization as he deems appropriate) to establish procedures for: (1) determining that a nation has become an outlaw narcotic state; (2) establishing a range of sanctions against such nation; and (3) carrying out such sanctions, including, as a final step, armed intervention. Specifies that any agreement reached should be in treaty form and subject to Senate ratification.
