Summary

Urges the President to direct the U.S. representative to the United Nations to call upon that body to: (1) request full respect for the civil rights of all the people of Northern Ireland, the termination of discrimination, and settlement of the question of the unification of Ireland; and (2) designate a commission to oversee an election of the people of all Ireland concerning unification. Discontinues all U.S. military aid and training programs with, and weapons and ammunition exports to, the United Kingdom of Great Britain which are related to the suppression of the minority in Northern Ireland and which are not exclusively reserved for North Atlantic Treaty Organization functions.
