Summary
Constitutional Amendment - Provides that each State shall have sole and exclusive jurisdiction of the organization and administration of all public school systems within the State. Requires that the courts of each State shall have exclusive jurisdiction to determine all rights, privileges, and immunities of citizens of the State with respect to public schools and public school systems within the State.
