Summary
Constitutional Amendment - Requires the President to transmit to the Congress on or before the fifteenth day after the beginning of each session a budget which shall set forth the estimated Government receipts during the ensuing fiscal year and recommendations with respect to expenditures which shall not exceed such estimates of receipts. States that Congress shall not authorize expenditures to be made in excess of the estimated receipts except in case of war or national emergency.
