Summary
Declares that a state of war exists between the United States and: (1) any entity that committed acts of international terrorism against the United States on September 11, 2001, or that commits such acts thereafter; and (2) any country or entity that has provided or provides support or protection for any such entity. Authorizes and directs the President to employ the entire naval and military forces of the United States and the resources of the U.S. Government to carry on war against such entities and countries. Pledges all such resources to bring the conflict to a successful termination.
