Summary
Constitutional Amendment - States that for purposes of the fifth and 14th amendments to the Constitution, the word "person" applies to all human beings without regard to age, health, function or condition of dependency. Makes such amendment inapplicable to laws permitting medical procedures required to prevent the death of the mother or when the pregnancy was caused by rape or incest.
