Summary
Constitutional Amendment - Requires the President to submit to Congress a proposed statement of receipts and outlays in which total outlays are not greater than total receipts. Requires a Congress to adopt such a statement, except during a declared national emergency. Prohibits the inclusion of the social security and hospital insurance trust funds in the budget of the United States.
