Summary
Directs the President to take steps to: (1) ensure that U.S. Government agencies and U.S. and international nongovernmental organizations, including private voluntary organizations, which provide emergency humanitarian assistance, disaster relief assistance, and medical assistance are notified that they may provide emergency assistance to Taiwan without seeking the prior approval of, or otherwise coordinating with, the Government of the People's Republic of China; and (2) support the membership of Taiwan in the International Committee of the Red Cross, the Office for the Coordination of Humanitarian Affairs, and the World Health Organization.
