Summary

Establishes a Joint Committee on Energy, to be composed of eighteen members of the House and Senate. States that the joint committee shall make a continuing study of the problems related to the development, use, and control of all forms of energy other than nuclear energy primarily related to military use. Requires the Joint Committee to report to the House, and the Senate, at least once each Congress, the results of its investigation together with recommendations. Sets forth the responsibilities and powers of the Committee. States that the expenses of the Committee shall be paid from the contingent fund of the House.
