Expresses the sense of the Congress that: (1) the United States and the European Community should establish a panel of technical experts to examine the justification of the Community's ban on U.S. beef treated with growth hormones; and (2) if the Community resists the removal of such ban, the President is urged to take whatever action is necessary to keep Community markets open to U.S. products and to deny Community access to U.S. markets.
