Summary
Expresses the concern of Congress with respect to the actions of Japan and the Soviet Union which violate the spirit and intent of the agreements of the International Whaling Commission which would cause furthur depletion of whales. Directs the Secretary of Commerce to determine and report to the Congress what action can be taken to promote international compliance with conservation measures agreed to by the Stockholm Conference on the Human Environment, and other international agreements to which the U.S. is a party.
