Requiring the President to notify Congress if the President makes a determination at the time of signing a bill into law to ignore a duly enacted provision of such newly enacted law, establishing expedited procedures for the consideration of legislation in the House of Representatives in response to such a determination, and for other purposes.

Summary

Requires the President to report to: (1) Congress on his determination (as indicated in a statement made at the time of enactment or otherwise) to ignore a provision of newly enacted law, including his reasons for making such determination; and (2) the congressional intelligence committees if that determination is based upon classified material. Directs the President to do the same regarding such a determination for each law enacted before enactment of this Act for the 107th through the 109th Congresses. Prescribes expedited procedures in the House of Representatives for legislation in response to such determinations. Requires the General Counsel of the House, at the request of a Member of the House, to prepare a report describing legal actions which may be brought by the Member to challenge the President's refusal to carry out any duly enacted provision of law.
