Summary

Constitutional Amendment - Declares that nothing in the Constitution shall empower any Federal agency to issue any regulation or commit any act not directly authorized by Congress, including any regulation relating to busing to achieve balance in schools. Prohibits any Federal court from issuing an order that mandates any action that in its nature legislates a new program not specifically provided by Act of Congress, including any order for forcible busing to achieve racial or ethnic balance in schools.
