Summary
Constitutional Amendment - Requires the President and the Speaker of the House of Representatives to review Government revenues and expenditures at specified times and to determine a surtax rate when expenditures exceed revenues to insure that receipts will equal outlays. Authorizes the suspension of such measures in the case of a grave national emergency declared by the Congress.
