Summary

Requires the Civil Service Commission to conduct a review each year of the rates of pay of: (A) Senators, Members of the House of Representatives, Delegates to the House of Representatives, and the Resident Commissioner from Puerto Rico; (B) offices and positions in the legislative branch; (C) justices, judges, and other personnel in the judicial branch; (D) offices and positions under the Executive Schedule. Provides that such review by the Commission shall be made for the purpose of determining and providing: (1) the appropriate pay levels and relationships between and among the respective offices and positions covered by such review, and (2) the appropriate pay relationships between such offices and positions and the offices and positions subject to the classification and General Schedule pay rates. Requires the Commissioner to submit to Congress by July 1 of each year a report of the results of each review conducted by the Commission of the offices and positions within its purview, together with its recommendations. Requires the Commission to submit to the President by July 1 of each year a report of the results of each review conducted by the Commission of the offices and positions within its purview, together with its recommendations. Requires the President to transmit to Congress not later than August 31 his recommendations with respect to the exact rates of pay which he deems advisable for those offices and positions. Provides that the recommendations of the President transmitted to the Congress shall be considered in each House not later than the thirtieth calendar day of continuous session of Congress following the date of transmittal of such recommendations. Provides that the rates of pay contained in the recommendations so approved shall become effective on the date or dates fixed by the President in the recommendations transmitted under this Act.
