Summary
Revises the Randolph-Sheppard Act Amendments with respect to the operation of the blind vending stand program to redefine "Federal property" to limit the term to buildings, land or other real property accessible to the general public. Excludes from the definition of "vending facilities" cafeterias and vending machines operated by the General Services Administration primarily for Federal employees.
