A bill to amend the Legislative Reorganization Act of 1970 to provide seminars to freshmen Members of the Congress.

Summary

Requires the Librarian of Congress, under the Legislative Reorganization Act of 1970, to prepare and conduct seminars for freshmen Members of Congress and two additional persons designated by and for each such freshman Member to be held in November and December after each Congressional election. Authorizes reimbursement for travel, accommodations and food expenses for persons attending such seminars. Authorizes such freshmen Members to hire interim staffs for the period from the day they are declared to be elected in a general election to the Congress until the first day of the next regular session of Congress. Authorizes such freshmen Members to draw an advance on the stationary allowance to which they will be entitled after the first day of the next regular session of Congress. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.
