Summary

Comprehensive Soil Conservation Reform Act of 1987 - Amends the Food Security Act of 1985 to exempt from the ineligibility (for agricultural price supports and other related benefits) provisions of the highly erodible land conservation program, persons who grew alfalfa and other multiyear grasses and legumes during the 1981 through 1985 crop years pursuant to proven rotation practice. Amends the definition of "field" for specified soil conservation purposes. Amends the Agricultural Act of 1949, effective for the 1986 through 1990 crops of wheat, feed grains, rice and upland cotton, to permit crop base trading in connection with conservation plan compliance.
