Summary
Prohibits any Federal agency from taking any action to implement a specified document entitled "Federal Manual for Identifying and Delineating Jurisdictional Wetlands" adopted by the U.S. Fish and Wildlife Service, the Environmental Protection Agency, the Department of the Army, and the Soil Conservation Service. Applies this Act to all actions taken after January 9, 1989.
