Summary
Budget Surplus Accountability Act - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to: (1) require a mandated sequestration to offset the amount of any net deficit increase caused by all direct spending and receipts legislation enacted before October 1, 2002 (as under current law), minus the amount of any budget surplus for the budget year as estimated by the Office of Management and Budget; and (2) require sequestration preview reports to include the estimated excess of receipts over outlays for the budget year.
