Summary
Prohibits franked mass mailings by Members and Members-elect of the Congress during the 28-day period preceding any primary held with respect to any general or special election for any public office for which such Member is a candidate (regardless of whether the Member is a candidate in the primary), or during the period beginning 120 days before such election, whichever is longer (Amends 39 U.S.C. 3210 (a) (5) (D))
