Summary
Amends the Tax Reform Act of 1976 to change from December 31, 1971, to December 31, 1954, the effective date of provisions excluding from the withholding requirements of the Federal Insurance Contributions Act (hospital and old-age, survivors, and disability insurance) services performed by individuals on certain fishing boats who receive as remuneration a share of the catch of fish, or a share of the proceeds from the sale of such catch.
