Summary
Defines the term "rule" for purposes of administrative procedures before agencies of the United States as meaning the whole or a part of an agency statement of general applicability and future effect designed to implement, interpret, or prescribe law or policy or to describe the organization, procedure, or practice requirements of any agency. Separates "ratemaking and cognate procedings" from the definition of the term "rule" for administrative procedures. Limits the exemption for military or foreign affairs matters under the administrative procedures rule making requirements of agencies. (Amends 5 U.S.C. 551, 553, 556, 557)
