Summary

Authorizes Federal executive and administrative agencies to establish agency appeal boards for review of decisions of presiding employees. States that, in the performance of their review functions, such employees shall not be responsible to or subject to the supervision or direction of any officer, employee, or agent engaged in the performance of investigative or prosecuting functions for any agency. Requires agencies to designate the officers authorized to sign and issue subpenas. Authorizes agencies to require by subpena any person to appear and testify or to appear and produce books, papers, documents, or tangible things, or both, at a hearing or deposition at any designated place.
