Summary

Establishes the Commission on the Adequacy of the Annual Federal Payment to the District of Columbia to study the adequacy of the annual Federal payment to the District of Columbia. Directs the Commission to study specified factors, including revenues unobtainable by the District because of the relative lack of taxable business income and costs incurred by the District for unreimbursed services to the Federal Government. Requires the Commission to report its findings to the Congress by December 31, 1976.
