Summary
Amends the Wild and Scenic Rivers Act to designate a specified segment of the Delaware River located in Pennsylvania and New York as a component of the National Wild and Scenic Rivers System. Requires the Delaware River Basin Commission, in cooperation with the Secretary of the Interior, to develop a river management plan. Directs the Secretary to acquire necessary lands and to establish an Upper Delaware River Citizens Advisory Council when he determines that local units of government have established the land use and environmental control measures to implement such plan.
