Authorizes the Secretary of Transportation to issue a certificate of documentation for three named vessels for employment in the fisheries. Requires the conversion, reconstruction, repair, rebuilding, or retrofitting of the vessels to be done in a U.S. shipyard to make the certificates effective. Exempts from this requirement the vessels that received such work before March 4, 1999.
