Summary
Amends the Federal Property and Administrative Services Act of 1949 to prohibit the award of contracts for technical support services under rebid or recompetition procedures for substantially the same services, on the basis of lower proposed salaries than those paid by the predecessor contractor. Prohibits a procuring agency from awarding a contract unless it has determined that the salary levels for professional employees proposed under such contract are commensurate with the status and abilities of such employees.
