Permits Medicaid coverage also to lawful residents, in accordance with such Compacts, but only at the option of the governor, of Puerto Rico, the Virgin Islands, Guam, the Northern Mariana Islands, or American Samoa. Exempts such citizens from the five-year limited eligibility of qualified aliens for federal means-tested public benefits with respect to Medicaid benefits.
