Summary
Prohibits any waiver for national security purposes of the requirement of the Merchant Marine Act, 1920, that vessels engaged in coastwise trade be built and documented under the laws of the United States and owned by citizens of the United States, unless at least 60 days prior to the effective date of such proposed waiver notice that it is being considered is published in the Federal Register and an opportunity is given for a public hearing regarding such action.
