Summary

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act and the Internal Revenue Code (self-employment taxes provisions) to provide coverage to homemakers. Considers one a homemaker during any month in which such individual conducts or supervises the affairs of a household, not for a wage, and: (1) is between the ages of 18 and 65; (2) is not entitled to benefits under title II; and (3) does not work, other than as a homemaker, for more than 135 hours. Authorizes the Secretary of the Treasury and the Secretary of Health, Education, and Welfare to jointly prescribe regulations to carry out such provisions.
