Summary

Provides that, upon the motion of two judges or justices of the United States, the behavior of any judge or justice of the United States shall be reviewed by a panel of three members and, if the finding by such panel that the behavior of such judge or justice is not good is affirmed by the Supreme Court, such judge shall cease to hold office.
