Summary

Veterans and Survivors Pension Reform Act - Title I: Reform of the Non-Service-Connected Pension for Veterans and Their Survivors - Revises the general non-service-connected pension provisions dealing with (1) permanent and total disability determination; and (2) items exempt from annual income determination. Revises the eligibility requirements and sets flat payment rates for non-service-connected disability pensions for certain classifications of veterans of the Mexican border period, World Wars I and II, the Korean conflict, and the Vietnam era. Revises the pension provisions for surviving spouses and children of veterans of such wars. Sets flat rates for war veterans' pension payments to surviving spouses in need of aid and attendance. Title II: Annual Adjustment of Pension Rates - Provides for annual increases in certain pension rates in conjunction with cost-of-living increases in Social Security benefits. Title III: Effective Date - Sets the effective date of this Act as January 1, 1979.
