Summary

Stipulates that the method of linkage between any tug and any barge in an articulated tug-barge system shall not be deemed to establish the weight of the tug for purposes of ship inspection and certification. Stipulates that, with respect to tonnage assignments, any tug which is capable of independent operation shall be deemed to be a separate unit for such inspection and certification purposes.
