Provides, under provisions related to Federal employees rate of basic pay on change of position or type of appointment, that a qualified prevailing rate employee, who within one year prior to specified personnel action was receiving night differential, is entitled to inclusion of such night differential as a part of his basic pay, as a result of conversion to the General Schedule.
