Summary
Prohibits vessels transporting Alaskan oil to any port in California which is east or south of the Santa Barbara Channel Islands of San Miguel, Santa Rosa, Santa Cruz, and Anacapa from using any route passing through the territorial or international waters which lie between such islands and the coast of California. Sets forth criminal penalties for violations of this Act.
