Summary

Sets forth the findings of Congress that substantial costs are being imposed on the consumer due to the adoption and implementation of rules, regulations, directives, and orders promulgated by agencies of the Federal Government under their rule making authority. Requires that estimates of the anticipated costs and benefits, both to the public and to the regulator and regulated should be made and publicized in accordance with the publicizing requirements of the Administrative Procedure Act so that the public and the regulated may place the benefit to be derived from such rules and regulations in the perspective of their costs.
