Summary
Greyhound Racing and Training Control Act of 1989 - Amends the Animal Welfare Act to include facilities that are used for greyhound racing or race training within the definition of "exhibitor." Makes it unlawful, unless a visual lure used for greyhound racing or training at a racing or training facility or race is of an artificial or mechanical construction, to: (1) own or operate, or sponsor or exhibit a greyhound in a race at, any such facility to which any greyhound was moved in interstate or foreign commerce; (2) train for racing a greyhound which was sold or moved in such commerce or with the intent to use such greyhound for a purpose in or affecting such commerce; or (3) acquire or possess any greyhound which was sold or moved in such commerce or for any purpose in or affecting such commerce, and with the intent to have such greyhound participate in racing or training. Makes it unlawful to sell or deliver to, or purchase or receive from, another person for purposes of transportation in such commerce any greyhound for purposes of having such greyhound: (1) race at a facility in which a visual lure that is not artificial or mechanical is used; or (2) trained for racing by means other than an artificial or mechanical lure. Prohibits the use of the of the U.S. mail service or any interstate instrumentality to promote such a facility, unless such facility is outside of the United States. Prescribes penalties for violations of this Act. Requires owners or operators of greyhound racing or training facilities to report annually to the Secretary of Agriculture on whether such facilities complied with this Act. Exempts from the requirements of this Act: (1) greyhound racing involving a greyhound born before the date of enactment of this Act; and (2) greyhound race training involving such greyhound so long as such greyhound is not trained with any greyhound born on or after the date of enactment of this Act.
