Surface Transportation Savings Act of 2011 - Rescinds specified amounts authorized for FY2010 and FY2011 under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) for: (1) safety belt performance grants, (2) administrative expenses of the National Highway Traffic Safety Administration (NHTSA), (3) the National Driver Register, (4) NHTSA operations and research, and (5) transit formula and bus grants. Requires all rescinded funds to be used for deficit reduction.
