Summary

Social Security Spouse Protection Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to allow the Commissioner of Social Security reasonable discretion in applying the ten-year marriage requirement for entitlement of divorced spouses to spousal benefits in cases in which the divorce is in whole or in part the result of severe spousal or child abuse.
