Summary

States that the eligibility to enroll in federal health benefit plans providing health benefits supplementary to benefits allowed under the Social Security Act shall be restricted to employees and annuitants made eligible as provided by the Social Security Act. Defines service benefit plans and indemnity benefit plan. Provides for a biweekly government contribution for health benefits for employees enrolled in such plans, which shall equal 40 percent of the average subscription charges in effect for high option coverage.
