Summary

Makes it unlawful for any person on board a vessel of the United States on the high seas, or for any citizen of the United States on board a foreign vessel on the high seas, to (1) knowingly or intentionally possess with intent to distribute or dispense marihuana, cocaine, heroin, or other controlled substances unless it is part of the cargo entered in the manifest or part of the official supplies of the vessel or (2) knowingly or intentionally possess such a substance unless it was obtained pursuant to a valid order of practitioner.
