Prohibits the provision of U.S. post-conflict assistance for Iraq to any French firm. Declares that such prohibition shall not apply if the President determines, and certifies to Congress, that before the commencement of hostilities by the United States and allied forces against Iraq to enforce United Nations Security Council resolutions the Government of France has ceased its opposition to such hostilities.
